提案很多都是要市府編列預算做事情，議員的工作就是"要求"和"監督"
大部分議員都很努力爭取預算為自己選區做事(討錢)

可是卻提案刪除"總預算" 然後刪除的項目要"市政府自己調整"
意思就是我要你做的事情都要做 我要的錢都要花 但是總預算要刪掉
